Provincial Nominee Programs (PNP): Base Streams vs. Express Entry Streams

For many skilled workers pursuing permanent residence in Canada, the Provincial Nominee Program (PNP) offers pathways through both Base (Non–Express Entry) streams and Express Entry–linked streams.

Intention to Live in the Province

In both Base and Express Entry streams, applicants must demonstrate a genuine intention to live and work in the province or territory that nominates them.

PNP Base Streams

Base PNP streams operate outside the federal Express Entry system and generally involve a provincial nomination followed by a separate permanent residence application to IRCC.

PNP Express Entry Streams

Express Entry–linked PNP streams operate through the federal Express Entry system. Candidates may receive provincial interest or apply to an eligible provincial stream, depending on the program.

A successful nomination can substantially increase a candidate’s Comprehensive Ranking System score.

Which Pathway Is Better?

The appropriate pathway depends on the applicant’s Express Entry eligibility, provincial criteria, occupation, language results, connections to the province, and current program rules. Processing-time statements and CRS effects should be updated against current rules before publication.
