IRCC has announced Canada’s Immigration Levels Plan for 2026–2028.
One of the most notable elements is a one-time initiative aimed at returning the immigration system to sustainable levels. These admissions are in addition to the regular permanent resident targets.
This special measure will target up to 33,000 temporary workers who have built strong ties in their communities, contribute to the economy, and pay taxes, helping Canada grow. It will accelerate their transition to permanent residency in 2026 and 2027.
In addition, the plan includes an initiative to streamline the transition of approximately 115,000 Protected Persons in Canada who are already on a pathway to permanent residence in 2026.
Between 2026 and 2027, the total number of new permanent residents will exceed the regular levels plan. This could bring renewed hope for many temporary workers contributing to Canada’s economy and for genuine asylum seekers waiting for stability.
